Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla, was born on 7th November 1971 into the noble lineage and spiritual heritage associated with the descendants of Prophet Muhammad (PBUH). He belongs to the distinguished Silsila-e-Rifai and carries the proud spiritual legacy of the Biabani Silsila, tracing his lineage to Hazrath Khazi Syed Shah Afzal Biabani Rifai Al-Quadri (Rahmatullah Alaih), a descendant of Hazrath Syedna Imam Rifai (Rahmatullah Alaih), whose spiritual legacy is situated at Kazipet Jagir, Hanamkonda District, Telangana.

Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla is the present Sajjada Nasheen (Spiritual Head/Gaddinashin) of the revered shrine and spiritual legacy of the great Sufi saint Hazrath Khazi Syed Shah Afzal Biabani Rifai Al-Quadri (Rahmatullah Alaih) at Kazipet Jagir. He also serves as the Sadar Khazi of Warangal.

Since 2024, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla has been serving as the Chairman of the Telangana State Haj Committee.

EDUCATION

Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla is known for his humility, compassion and simplicity. From his childhood, he has maintained cordial relations with people from all walks of life, without discrimination. He was brought up in an environment deeply rooted in moral values, integrity, kindness and service to humanity.

After completing his high school education at St. Gabriel’s High School, Kazipet, he was sent to Hyderabad to pursue religious and Islamic studies. His education and upbringing were guided by distinguished, learned and pious personalities.

He is an accomplished Islamic scholar and successfully completed his Aalim course from the renowned Jamia Nizamia, Hyderabad Deccan, one of the prominent centres of Islamic learning in the region.

A PERSON WITH PASSION

Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla has a deep and lifelong passion for animals. An ardent animal lover and admirer of domestic animals, his affection for them has been an integral part of his personality since childhood.

Driven by this passion, he established the Green Dairy Farm at Kazipet, where a remarkable collection of cattle and domestic animals, including cows, buffaloes, goats and sheep from different parts of the country, is maintained.

His love for horses is equally profound. Horse riding has been one of his longstanding passions, and he takes a keen interest in maintaining and breeding selected and high-quality horses at his stud farm.

AGRICULTURIST AND HORTICULTURIST

Apart from his spiritual and social responsibilities, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla is also a dedicated agriculturist and farmer. He is actively involved in cultivation, seasonal farming and the growing and harvesting of various crops.

His passion for nature extends to horticulture as well. At his Green Nursery at Rampur, Hanamkonda District, he has cultivated and maintained an extensive collection of plants. The nursery is known for its impressive variety of fruit-bearing plants, flowering plants, ornamental plants and other rare and distinctive species.

His dedication to agriculture, horticulture and the preservation of nature reflects his deep connection with the environment and his appreciation for its beauty and abundance.

NOBLE NARRATOR AND SPIRITUAL GUIDE

Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla is a spiritual successor of the great Sufi saints and a respected narrator and preacher among the followers and disciples of the Silsila-e-Biabani.

From an early age, he has devoted himself to spreading the teachings of the great Sufi saints, emphasising the values of humanity, integrity, peace, equality, kindness and compassion.

His sermons and public addresses focus on promoting harmony and mutual respect among people of different faiths, communities and backgrounds. His thoughts, wisdom and message of peace have earned him the respect and affection of people across communities, both within the country and abroad.

DYNAMIC PERSONALITY

In addition to his spiritual responsibilities, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla has maintained an active presence in public and progressive politics for nearly three decades.

His approach to public life has consistently reflected a commitment to social progress, reform, harmony and inclusive development. Throughout his public journey, he has worked to bring people from diverse communities, faiths, sects and social backgrounds together on a common platform.

He has been actively associated with the organisation of meetings, conferences and programmes promoting National Integrity, Communal Harmony and Social Peace, beginning during the tenure of the former Prime Minister of India, Hon’ble Sri P. V. Narasimha Rao, and during the tenure of the then Education Minister of Andhra Pradesh, Sri P. V. Ranga Rao.

He has also coordinated district-level minority meetings and programmes dedicated to peace, harmony and social integration during the leadership of prominent public figures including Sri Madati Narsimha Reddy, Sri M. Surender Reddy, Sri Kamaluddin Ahmed and Sri Sudini Jaipal Reddy.

He has been instrumental in organising Eid Milan gatherings bringing together people from different communities and backgrounds. He has also conducted seminars and programmes focusing on the socio-economic development of society, with particular emphasis on education, healthcare, equality and the overall improvement of quality of life.

POLITICAL AND SOCIAL CONTRIBUTION

For nearly three decades, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla has actively participated in elections, public campaigns and social programmes across the erstwhile State of Andhra Pradesh and the present State of Telangana.

His extensive engagement with communities across the State, particularly in matters concerning social welfare, minority development, peace and harmony, has enabled him to build strong relationships with people from diverse backgrounds.

During the 2023 Telangana State Assembly Elections, his extensive involvement, public outreach and dedicated efforts across various districts of Telangana were widely recognised and contributed significantly to the political campaign in which he participated.

ADVOCATE OF SOCIAL HARMONY

During the tenure of the late Hon’ble Sri Y. S. Rajasekhara Reddy, former Chief Minister of Andhra Pradesh, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla actively organised and participated in conferences and programmes dedicated to social harmony, peace, cooperation and equality.

These initiatives sought to promote mutual respect among diverse communities and encouraged people to celebrate cultural and religious traditions together, thereby strengthening social solidarity and communal harmony.

During the tenure of Hon’ble Chief Minister Sri Y. S. Rajasekhara Reddy, he also served as a Member of the Andhra Pradesh State Wakf Board.

LEADERSHIP AND PUBLIC SERVICE

During the tenure of Sri Konijeti Rosaiah, former Chief Minister of Andhra Pradesh, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla was appointed Chairman of the Andhra Pradesh State Wakf Board. He also served as a Member of the Central Wakf Council, New Delhi, and as a Member of the Andhra Pradesh State Haj Committee.

As Chairman of the Andhra Pradesh State Wakf Board, he carried out his responsibilities with dignity, commitment and dedication. His tenure continued through the period of Sri N. Kiran Kumar Reddy, the then Chief Minister of Andhra Pradesh, during which he served as the last Chairman of the erstwhile Andhra Pradesh State Wakf Board.

Throughout his public life, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla has remained committed to the principles of service, harmony, compassion, social equality and collective progress.

His life represents a unique blend of spiritual leadership, public service, social commitment, political experience, scholarship, agriculture, horticulture and a deep love for animals and nature. His continued efforts towards bringing people together, promoting education and development, and strengthening peace and harmony have established him as a respected figure in the social, spiritual and public life of Telangana.

Following his distinguished tenure as Chairman of the Andhra Pradesh State Wakf Board, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla continued to remain actively associated with public service, social welfare and the development of minority communities.

After the reorganisation of the State and the formation of Telangana, he continued his efforts towards the welfare and empowerment of minorities, with particular emphasis on education, social development, religious institutions, Haj services and community welfare.

Over the years, he has remained closely connected with people at the grassroots level and has consistently worked towards addressing the concerns of the minority community. His public service has focused on strengthening social harmony, encouraging educational opportunities, supporting economically weaker sections and facilitating better access to government welfare and development programmes.

His extensive experience in the administration of Wakf institutions and minority affairs has enabled him to contribute effectively to matters concerning Wakf properties, religious institutions, Haj pilgrimage and community development. His approach has always emphasised transparency, coordination and service to the people.

He has also continued to participate in programmes and initiatives promoting communal harmony, national integration and peaceful coexistence. Through meetings, conferences, community gatherings and social initiatives, he has worked to strengthen relationships between different communities and encourage a spirit of mutual respect and understanding.

CHAIRMAN – TELANGANA STATE HAJ COMMITTEE

In recognition of his long-standing public service, experience and contribution to minority welfare, Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla was appointed Chairman of the Telangana State Haj Committee in 2024.

In this important responsibility, he has been actively involved in facilitating and improving the arrangements and services for pilgrims undertaking the sacred journey of Haj from Telangana.

As Chairman, he has worked towards ensuring better coordination between the Haj Committee, government authorities, the Haj Committee of India, airlines, accommodation providers and other agencies involved in the Haj process. His focus has been on making the pilgrimage process more organised, accessible and convenient for pilgrims, particularly senior citizens, women and those requiring special assistance.

He has taken an active interest in addressing the practical requirements and concerns of pilgrims, including Haj applications, documentation, training, travel arrangements, accommodation, transportation, medical assistance and coordination with authorities.

His leadership has also emphasised the importance of providing pilgrims with proper guidance before their departure and ensuring that they are adequately informed about the procedures, responsibilities and requirements associated with the sacred pilgrimage.

Under his leadership, the Telangana State Haj Committee has continued its efforts to strengthen communication with pilgrims and improve coordination at every stage of the Haj journey.

COMMITMENT TO SERVICE

Hazrath Moulana Syed Gulam Afzal Biabani Rifai Al-Quadri – Khusro Pasha Sahab Qibla continues to dedicate himself to public service, minority welfare, religious affairs and social harmony.

His journey from serving as the Chairman of the erstwhile Andhra Pradesh State Wakf Board to his present position as Chairman of the Telangana State Haj Committee reflects several decades of experience in public administration, community affairs and social service.
